Section 1 [Title] titles this act as the Jablonski/Rodreick spinal cord and traumatic brain injury grant program.

Section 2 [Spinal Cord Injury and Traumatic Brain Injury Grant Program]

Subdivision 1 [Grant program] requires the Commissioner of Health to establish a grant program to award grants to institutions in Minnesota for research into spinal cord injuries and traumatic brain injuries.  Grants shall be awarded to conduct research into innovative treatments and rehabilitation efforts for spinal cord and traumatic brain injuries.  Half of the grants must be awarded for research involving spinal cord injuries, and the other half must be awarded for research involving traumatic brain injuries.

Subdivision 2 [Report] requires the commissioner to report by January 15, 2015, and each year thereafter, to the chairs and ranking minority members of the committees of the Senate and the House of Representatives with jurisdiction over health care policy and funding, specifying the institutions receiving grants under this section and the purposes for which the grant funds were used.

Section 3 [Spinal Cord and Traumatic Brain Injury Advisory Council]

Subdivision 1 [Membership] requires the Commissioner of Health to appoint a nine-member advisory council having: one representative from the University of Minnesota Medical School; one representatiave from the Mayo Medical School; one representative from the Courage Center; a neurosurgeon; a person with a spinal cord injury or a family member of a person with a spinal cord injury; a person with a traumatic brain injury or a family member of a person with a traumatic brain injury; a physician specializing in the treatment of spinal cord injury; a physician specializing in the treatment of traumatic brain injury; and a rehabilitative specialist.

Subdivision 2 [Organization] makes applicable to this council laws that: provide compensation for members (per diem of $55 per day and reimbursement of expenses); provide for the removal of members at the pleasure of the appointing authority; and provide for the filling of vacancies.  This section requires the commissioner to appoint members to two-year terms and to appoint a chair.  This council will not expire.

Subdivision 3 [First appointments and first meeting] sets a deadline of September 1, 2013, for the appointment of the first members and requires the chair to convene the first meeting by November 1, 2013.

Subdivision 4 [Terms of initial council members] specifies that the commissioner will designate four of the initial council members to serve a one-year term, and the other five will serve a two-year term.

Subdivision 5 [Conflict of interest] requires council members to disclose in writing any financial interest in any organization that the council recommends to receive a grant.  The written statement must accompany the grant recommendations and must explain the nature of the conflict.

Subdivision 6 [Duties] The advisory council shall develop criteria for evaluating and awarding research grants; review research proposals and make recommendations by January 15 of each year to the commissioner; perform other duties as authorized by the commissioner.

Section 4 [Appropriation] appropriates $4,000,000 for fiscal year 2014 and $4,000,000 for fiscal year 2015 from the general fund to the Commissioner of Health for these grants.  A portion, currently left blank, of this appropriation shall be used by the commissioner to administer the grant program.
