Section 1 (Child and Adolescent Behavioral Health Services) requires the Commissioner of Human Services, in consultation with providers, advocates, and interested parties, to develop recommendations and legislation for a state-operated child and adolescent behavioral health services facility that will provide services for children with complex needs listed under this section, ensure qualified staff to deliver the services, and provide high-quality and effective treatment.
Section 2 (Psychiatric Residential Treatment Facility Licensure) requires the commissioner to establish a work group to develop standards for psychiatric residential treatment facility licensure. The work group must include children's mental health providers, advocates, and Department of Human Services Office of Inspector General and licensing staff.
Section 3 (Appropriations) provides appropriations for children’s mental health crisis services; mental health first aid training; respite care for families with children with serious emotional disturbances (SED); and community health worker training.
