Section 1, paragraph (a), requires the Commissioner of Transportation to review periodically all land that is owned by the state and under MnDOT’s control.  The purpose of the review is to identify land that may be surplus and suitable for disposition by the state.

Paragraph (b) requires the commissioner to report the findings of the review to the Legislative Reference Library and the legislative Transportation Committees by March of odd-numbered years.

Paragraph (c) defines “surplus” to mean property that is no longer needed for state highway purposes and that has not been used for that purpose during the previous five years.
