S.F. No. 166 - Advanced Emergency Medical Technicians (AEMT) Ambulance Staffing Requirements and Provisions Modifications

Author: Senator Melissa H. Wiklund

Prepared By:

Date: February 5, 2013

Section 1 allows either an Advanced Emergency Medical Technician (AEMT) or an Emergency Medical Technician (EMT) to staff advanced life-support ambulances. Current law requires only EMTs.

Section 2 updates the inspection authority of the Emergency Medical Services Regulatory Board (EMSRB) by allowing the review of electronic files of ambulance services.

Section 3 removes federal curriculum standards language for emergency medical responder education programs. The language reappears in the new subdivision created in Section 4.

Section 4 adds a subdivision requiring EMSRB approval for all emergency medical responder education programs. This section: outlines the application process for education program approval; cites federal curriculum standards to be followed; creates staffing, instructor/student ratio, and document retention requirements; and maintains the application and renewal fee of $100.

Section 5 aligns AEMT education program requirements with those of paramedics.

Section 6 makes a technical change to refer to an education program approval requirement added in 2006.
