Senate File No. 26 amends provisions of Minnesota Statutes, chapter 10A, on Campaign Finance and Public Disclosure. The bill provides for additional disclosure relating to scholarship funds to attend events where model legislation will be addressed.
Section 1. Lobbyist. The definition of lobbyist is amended to include individuals who attempt to influence legislative adoption of model legislation written or distributed by a principal.
Section 2. Model legislation. The phrase “model legislation” is defined to mean legislation written or distributed by a principal to public officials of more than one state.
Section 3. Principal. The definition of principal is amended to include individuals or associations that draft, promote, or distribute model legislation to any public official of this state to influence the public official to introduce the legislation or vote in favor of the legislation.
Section 4. Scholarship funds. The phrase “scholarship funds” is defined to mean money or financial support given by a principal to a public official to reimburse or pay for the costs of attending certain events.
Section 5. Principal reports. A principal that grants scholarship funds must make the specified disclosures.
Section 6. Form. An individual that must file a statement of economic interest must include information about scholarship funds.
