Section 1. Elementary pupils. Clarifies the difference between half-day and full-day kindergarten pupils for the purpose of providing educational aids (e.g. textbooks, standardized tests, pupil support services, etc.) to nonpublic students.
Effective date: Makes this section effective beginning in the 2014-15 school year.
Section 2. Pupil unit. Modifies the pupil weight for full-day kindergarten pupils. Beginning in fiscal year 2015, the full-day kindergarten pupil weight is increased and is then equivalent to the weight assigned to grades 1-3. The half-day pupil weight remains unchanged from current law.
Effective date: Makes this section effective beginning in the 2013-2014 school year (note that the weight change lags the effective date by one year).
Section 3. Learning year pupil units. Clarifies the difference between half-day and full-day kindergarten pupils for the purpose of calculating revenue for pupils in an area learning center or alternative learning program.
Effective date: Makes this section effective beginning in the 2014-15 school year.
Section 4. Additional revenue use. Removes the provision of all-day, everyday kindergarten from the list of allowed uses for additional learning and development revenue.
Effective date: Makes this section effective beginning in the 2014-15 school year.
Section 5. Use of general education revenue for all-day kindergarten and prekindergarten. Allows school districts to use general education revenue for prekindergarten programs if the community need for all-day kindergarten has been met.
Effective date: Makes this section effective beginning in the 2014-15 school year.
