Section 1 [Budget Preparation].

Subdivision 1 [Budget Format] specifies a list of items to be included in budget forms and instructions prepared by the Commissioner of Management and Budget.  This section deletes certain requirements for a budget format. 

Subdivision 1a [Purpose of Performance Data] modifies the purpose of performance data.

Subdivision 1b [Performance Data Format] adds required information for agencies to provide as part of the budget process.  This section defines “program,” “activity,” and “statewide outcome” for certain subdivisions.

Subdivision 1c [Performance Measures for Change Items] changes the requirements for change items for which new or increased funding is requested in a budget document.  This section requires that for each change item in the budget proposal requesting new or increased funding, the budget document must classify expenditures by agency, program, activity, and statewide outcome and certain other information.  This section eliminates certain other  requirements for the content of a  budget document.

Subdivision 2 [By October 15 and November 15] adds a requirement that an agency must file with the commissioner a comprehensive list that links every budget program and activity with the one statewide outcome that it primarily supports.

Subdivision 3 [Duties to Governor-Elect] does not alter current law.

Subdivision 4 [Chart of Outcomes] requires that the Statewide Budgeting System and the Statewide Accounting System include a chart of outcomes to be used for classifying all agency programs, activities, and allotments.  This section requires that an initial chart be established by a Statewide Outcomes Commission and that the commissioner be responsible for maintaining the chart of outcomes and specifies that the chart will be reviewed as part of the budget process.

Subdivision 5 [Statewide Outcomes Commission] establishes a commission to create an initial chart of outcomes that includes specified information.  The commission is composed of the governor or a designee, the commissioner of management and budget or a designee, and six members of the legislature. The commission expires the day after reporting to the appropriate legislative committees.
