Section 1 [Application] makes changes to provisions related to independent contractor exemption certificates. Removes ability for individuals to simultaneously submit residential building contractor or residential remodeler licenses with their independent contractor exemption certificate for a single application fee of $150. Allows the commissioner to file and enforce unpaid portions of penalties issued to individuals with independent contractor exemption certificates as a judgment in district court without notice or proceedings. 
Section 2 [Enforcements] makes a technical change to the enforcement provision of the safe patient handling program by including a statutory reference to the commissioner’s ability to issue citations. 
 
Section 3 [Effective date of rules] changes effective date for State Building Code rule adoption or amendments from 180 days after filing with the secretary of state to 180 days after publication of the notice of adoption in the State Register. 
 
Section 4 [Verified application] clarifies that when making an application to the contractor recovery fund, the application may not include any costs not related to the value difference between what was contracted for and what was provided in the actual and direct out-of-pocket loss calculation.
 
Section 5 [Administrative hearing] allows the commissioner, owner, or lessee to seek judicial review of the Administrative Law Judge’s findings of fact, conclusions of law, and order in an administrative hearing concerning compensation from the contractor recovery fund.
