Section 1 , subdivision 1, directs the Commissioner of Public Safety to issue special “Start Seeing Motorcycles” plates to a registered owner of a passenger automobile, one-ton pickup truck, motorcycle, or recreational vehicle, for a $10 fee and a minimum $10 annual contribution to the motorcycle safety fund. 

Subdivision 2 requires the commissioner to design the special plate, after consultation with American Bikers for Awareness, Training, and Education of Minnesota.  The plate must show the inscription “Start Seeing Motorcycles.”

Subdivision 3 allows transfer of special plates for a fee of $5 to another vehicle registered to the owner of the plates.

Subdivision 4 exempts these plates from statutory requirements for issuance of new special plates, which include submission to the commissioner of a scientific sample survey showing at least 10,000 vehicle owners will purchase the plate and make the contribution, and a payment of $20,000 application fee, along with a marketing plan.

Subdivision 5 directs the $10 plate fee and $5 transfer fee to the vehicle services operating account in the special revenue fund.

This section is effective January 1, 2012, for special plates issued on and after that date.
