The bill prohibits local units of government from establishing a fire department, closing a fire department, or withdrawing from an agreement to receive fire services from the fire department of another unit of government until June 1, 2013.  It provides an exception to these prohibitions if the action is approved by a referendum.

The bill also requires a report by the state fire marshal identifying minimum fire department standards.

The bill is effective the day following final enactment and expires June 1, 2013.
