S.F. No. 381 - Hannah's Law

Author: Senator Dan Hall

Prepared By: Joan White, Senate Counsel (651/296-3814)

Date: February 21, 2011

Section 1 states that this act be cited as "Hannah's Law."

Section 2 (245A.40, subdivision 4) modifies the "child care center training requirements" statute, specifically the subdivision related to cardiopulmonary resuscitation (CPR) training for child care center staff.  This bill does not modify requirements for home-based child care.  Currently, the law requires at least one staff person in the center when children are present to be trained in CPR and in the treatment of obstructed airways.  Senate File No. 381 requires all teachers and assistant teachers who are employed by the child care center to satisfactorily complete training in CPR and in the treatment of obstructed airways, including CPR techniques specifically for infants and children.  The bill also requires that during field trips and when transporting children in care, all teachers, assistant teachers, and at least one staff person must have completed CPR training.  The training must be completed within 90 days after starting employment, unless the individual has completed CPR training within the previous three years.  Current law requires the training to be repeated at least once every three years.
