S. F. No. 956 (Second Engrossment) discontinues the Hennepin County Soil and Water Conservation District and provides for the transfer of the Districts’ duties and obligations.

Section 1.  The Hennepin County Conservation District is discontinued.  The duties and authorities are transferred to the Hennepin County Board, operating through the County Department of Environmental Services.  The Count Board is eligible for grants.  Contracts that the District entered into remain in force and effect.  The County Board is substituted for the District in contracts.  District assets are transferred to the County Board.  If the Board of Water and Soil Resources (BWSR) finds that the county is not sufficiently carrying out its duties, BWSR may withhold or redirect grants or funding or seek to reestablish the District by legislative action.

Section 2.  The bill is effective the day after local approval by Hennepin County.
