Section 1  [Rulemaking moratorium]  This section provides a two-year moratorium for all agencies given rulemaking authority, except for:

  1. the good cause exemption for rulemaking relating to:
    • serious and immediate threat to the public health, safety, welfare;
    • compliance with a court order or a requirement in federal law;
    • incorporation of specific changes set forth in statute;
    • changes that do not alter the sense, meaning, or effect of a rule;
  2. the process for repealing obsolete rules;
  3. game and fish rules of the commissioner of natural resources;
  4. rulemaking otherwise authorized by the legislature after the effective date.

[Effective date] makes this section effective the day following final enactment.
