Under current law, contractors are required to withhold two percent of payments to an individual (other than an employee) operating as a sole proprietorship who performs contract work for the contractor, if the total payments to the individual during the calendar year are more than $600. 

Section 1 strikes language referencing the contractor withholding requirement repealed in section 2.  

Section 2 repeals the withholding requirement.
