CIP is a boot camp program mandated by the 1992 Legislature.  Phase One of the program is located at the MCF-Willow River. 

The 2009 Legislature rescinded the discretion of the Commissioner of Corrections to select participants in the boot camp program unless they are explicitly ruled ineligible by statute, which effectively lowered the eligibility qualifications for the program (Laws 2009, chapter 83, article 3, section 13).  The bill tightens eligibility requirements for the program.

Section 1, paragraph (a), clause (1) prohibits offenders convicted of the following crimes ineligible to participate in the program:  drive-by shooting, criminal vehicular homicide or operation, or any offense that includes characteristics involving death or great bodily harm to the victim.

Clause (2) prohibits participation of offenders who were previously convicted of a disqualifying crime within five years from the expiration of the sentence for that crime.

Clause (4) prohibits participation of offenders who were previously convicted of an offense requiring predatory offender registration.

Clause (5) prohibits participation of offenders referred to a county for review for civil commitment as a sexual predator.

Clause (8) prohibits participation of offenders who have had institution discipline resulting in extended incarceration, unless 90 days have elapsed since the extended incarceration for the violation.

Clause (9) prohibits participation of offenders who have received a suspended disciplinary sanction or loss of privileges unless the sanction has expired.
