Section 1 (256.987, subd. 3) requires that all EBT debit cards issued after July 1, 2012, include a photo of the cardholder on the EBT debit card.  The commissioner shall convert all active EBT debit cards by July 1, 2013.

Section 2 (256D.02, subd. 12b) creates a new subdivision, imposing a 60-day residency requirement, instead of a 30-day residency requirement, on the general assistance program.  The new subdivision also provides that if any provision of this subdivision is enjoined or found unconstitutional, the remaining provisions remain valid and shall be given full effect.

Sections 3 and 4 (256J.12, subd. 1a; 256J.12, subd. 2) impose a 60-day residency requirement on the Minnesota Family Investment Program.  Current law imposes a 30-day residency requirement.  Section 4 of the bill strikes current law that allows the residency requirement to be waived for unusual hardship, as defined in this section.

Section 5 repeals an obsolete subdivision, which is replaced by language in section 1.
