Section 1, paragraph (a), requires the Commissioner of Human Services to provide a grant to a specific home care agency to establish an outcome-based personal care assistance pilot project in Ramsey County.  The agency is required to select one or more families to participate in the project. 

Paragraph (b) lists the eligibility requirements to participate in the pilot, paragraph (c) specifies the services for which the grant money may be spent, and paragraph (d) lists the goals of the pilot project.

Section 2 requires the commissioner to provide a report to the chairs of the senate and house of representatives committees with authority over the personal care assistance program by January 15, 2015, regarding the impact of the pilot project on the health, community involvement, and functioning level of the participants.  The report must include recommendations on whether the future of the pilot project should be extended, expanded, or modified, and on the anticipated costs and savings of the recommendations.

Section 3 appropriates $50,000 from the general fund to the Commissioner of Human Services for purposes of section 1 for the biennium beginning July 1, 2011, and the biennium beginning July 1, 2013.
