Sections 1 to 3, and 5 (S.F. No. 414, Magnus) authorize microdistilleries.

Section 4 (S.F. No. 416, Scheid) authorizes a municipality to issue a brewer a brewer taproom license.  This license authorizes on-sale of malt liquor produced by the brewer for consumption on the premises of the brewer.

Section 6 (S.F. No. 788, Robling) authorizes a city to issue an on-sale intoxicating liquor license to an auto racing facility located in the city. 

Section 7 (S.F. No. 281, Howe) authorizes a municipality to issue a temporary license to an association of wineries sponsoring an annual festival to sell wines at on-sale and off-sale at the festival.

Section 8 (S.F. No. 1091, Benson) authorizes a municipality to issue a temporary license to a farm winery for on-sale at a county fair of intoxicating liquor produced by the winery.

Section 9 (S.F. No. 918, Gerlach) allows a municipality to issue an on-sale intoxicating liquor license to a private college. 

Section 10 repeals the prohibition on issuing a liquor license within 1,500 feet of a state University.

Section 11 (S.F. No. 976, Chamberlain) authorizes White Bear Township to issue liquor licenses for establishments within its jurisdiction, consistent with authority currently granted to Ramsey County under the liquor laws.
