Section 1, subdivision 1, establishes the My Life, My Choices Task force to create a system of supports and services for people with disabilities governed by certain specified principles.
 
Subdivision 2 lists the members of the task force; they include the Lt. Governor, Commissioner of Human Services or designee, and a Minnesota Chamber of Commerce representative. Additionally,
  • The Governor is to appoint: one administrative law judge, one labor representative, two family members of people with disabilities, and three individuals with disabilities.
  • The Speaker of the House of Representatives is to appoint: one disability advocacy organization representative and one disability legal services advocacy organization representative.
  • The Majority Leader of the Senate is to appoint:  two nonprofit organization representatives (one from an organization that serves all 87 counties) and one philanthropic organization representative.
Appointed, nongovernmental members of the task force are to serve as task force staff, and the chairs and ranking minority members of the appropriate legislative committees shall serve as ex officio task force members.
Subdivision 3 lists the duties of the task force, including recommending proposed legislation and submitting a report to the Legislature by November 15, 2011, on creating a system of supports and services by July 1, 2012, for people with disabilities governed by the principles established in subdivision 1.
Subdivision 4 prohibits members of the task force from being reimbursed for expenses related to the duties of the task force, prohibits state funds from being appropriated for task force-related expenses, and specifies that nongovernmental members of the task force are to act as independent staff to the task force.
Subdivision 5 sets the expiration date of the task force to July 1, 2013.
The effective date is the day following final enactment.
