Section 6 authorizes the Campaign Finance and Public Disclosure Board to develop and maintain systems to enable treasurers to enter and store electronic records online.  Data entered into these systems would not be government data and could not be accessed or used by the board for any purpose without the treasurer's written consent.  Data submitted to the board as a filed report would be government data. 

Section 20 contains clarifying amendments to the language governing pre-election reports required for judicial candidates.  A reference to a judicial district office is changed to a district court judge election and specific language referring to any "loan, contribution, or contributions from any one source" is added.
