Section 1 eliminates a requirement that a short-term leased vehicle’s title be stamped in red with the end date of the registration period, which may be as short as four months.  Subsequent registration periods, when the applicant is not a licensed lessor, are 12 months, beginning with the last month of the previous short-term registration period.

 

Section 2 allows two new motor vehicle dealers under common management or control to apply to the commissioner for permission to maintain required records at a single location.  Applicable required records relate to every vehicle received, bought, sold, or exchanged, true mileage of each vehicle, and records and files necessary to conduct business.  The department may not unreasonably withhold consent.  Current language is stricken that allows three or more new motor vehicle dealers under common management or control to designate a common location for records that are more than 12 months old.
