Section 1 [Public Employee Definition.] This bill amends the definition of “public employee” for the purposes of the Public Employment Labor Relations Act (PELRA). Only individuals defined as “public employees” are included in the bargaining units established under PELRA.
 
Currently, an employee who is under the age of 22 and is a full-time student working on a temporary or seasonal basis in position that is not for more than 100 working days in a calendar year is excluded from the definition of “public employee.” This bill strikes the requirement that an employee be under the age of 22, so that all full-time students working on a temporary or seasonal basis for not more than 100 days in a year will be excluded from the application of the Public Employee Labor Relations Act, regardless of their age.
