Section 1 changes current threshholds for recovery for pain and suffering in tort arising out of an auto accident.  Requires that an injury result in serious permanent impairment of an important bodily function to recover for these damages.  This section is effective August 1, 2011, and applies to actions arising from incidents occurring on or after that date.
