S.F. No. 695 prohibits any person or entity, whether public or private, from performing or attempting to perform human cloning; participating in an attempt to perform human cloning; shipping, importing, or receiving for any purpose an embryo produced by human cloning or any product derived from such an embryo; or shipping or receiving, in whole or in part, any oocyte, embryo, fetus, or human somatic cell for the purpose of human cloning. A knowing or reckless violation of the prohibition is punishable as a misdemeanor. Defines "human cloning" and "somatic cell." Provides that nothing in the law restricts areas of scientific research, including stem cell research, not specifically prohibited by the provision. Includes a severability provision.
