Section 1 (144.551, subdivision 1).  This bill provides an exemption to the hospital moratorium. It allows for the construction and expansion of up to 50 beds in a specialty psychiatric hospital exclusively for patients under 21 years of age at the time of admission in Hennepin County.

As the Commissioner of the Department of Human Services (DHS) conducted a public interest review of the mental health needs in Minnesota and the Twin Cities area in 2008, this bill prevents the DHS Commissioner from conducting any further public interest review for the construction and expansion described above.
