Section 1 allows a registered individual collector to give written notice of a change in address or name no later than 30 days after the change occurred.

Section 2 specifies the screening process for initial registration of individual debt collectors by a licensed collection agency, including requirements for a criminal history record check and a county criminal history search for all counties where the applicant has resided for five years preceding initial registration. Screening requirements for registration renewals are also specified.

Section 3 modifies disqualifying factors for licensees, adding the factors of convictions for a misdemeanor or gross misdemeanor involving financial crimes and prior revocation or involuntary suspension of a license to practice law.
