Section 1 authorizes an additional $12,000 payment in local government aid in calendar year 2013 only for a city with:  (1) a 2010 population less than 100 and its population growth between 2000 and 2010 was more than 55 percent; and (2) its commercial industrial percentage, based on assessments for calendar year 2010, payable in 2011, is greater than 15 percent.
