Section 1 [Legislative Commission on United Nations Agenda 21], subdivision 1 describes the purpose for the Legislative Commission on United Nations Agenda 21.

Subdivision 2 [Membership] specifies membership for the commission.

Subdivision 3 [Chair] establishes a procedure for selecting a chair.

Subdivision 4 [Compensation] precludes members of the commission from receiving compensation, per diem, or reimbursement of any expenses when attending to duties of the commission.

Subdivision 5 [Duties] sets forth the duties of the commission.  The commission shall study the impact of implementing United Nations Agenda 21 on the state, counties, regional commissions, towns, and cities.  The commission shall prepare a report to the Senate and House of Representatives including recommendations and draft legislation to prevent implementation of United Nations Agenda 21 by the state, counties, regional commissions, town, and cities.

Subdivision 6 [Quorum] specifies the number of members for a quorum.

Subdivision 7 [Report] requires the commission to report to the legislature with proposed legislation by January 15 of each year.

Section 2 [First Appointments and First Meeting] sets deadlines for appointments of the first members of the commission.  This section requires the most senior member of the Senate to call the first meeting and for the first chair to be selected at the first meeting.
