1.2Page 28, after line 13, insert:
1.3 "Sec. 22. Minnesota Statutes 2020, section 216H.02, subdivision 1, is amended to read:
1.4 Subdivision 1.
Greenhouse gas emissions-reduction goal. (a) It is the goal of the state
1.5to reduce statewide greenhouse gas emissions across all sectors producing those emissions
1.6to a level at least 15 percent below 2005 levels by 2015, to a level at least 30 percent
below
1.72005 levels by 2025, and to a level at least 80 percent below 2005 levels by 2050. by at
1.8least the following amounts, compared with the level of emissions in 2005:
1.9 (1) 15 percent by 2015;
1.10 (2) 30 percent by 2025;
1.11 (3) 45 percent by 2030; and
1.12 (4) to net zero by 2050.
1.13 (b) The
levels shall targets must be reviewed
based on the climate change action plan
1.14study. annually by the commissioner of the Pollution Control Agency, taking into account
1.15the latest scientific research on the impacts of climate change and strategies to
reduce
1.16greenhouse gas emissions published by the Intergovernmental Panel on Climate Change.

1.18ranking minority members of legislative committees with primary jurisdiction over
climate
1.19change and environmental policy.
