1.2Page 126, after line 24, insert:

1.3    "Sec. 27. Minnesota Statutes 2024, section 10A.31, subdivision 4, is amended to read:
1.4    Subd. 4. Appropriation. (a) The amounts designated by individuals for the state elections
1.5campaign account, less three percent, are appropriated from the general fund, must be
1.6transferred and credited to the appropriate account in the state elections campaign account,
1.7and are annually appropriated for distribution as set forth in subdivisions 5, 5a, 6, and 7.
1.8The remaining three percent must be kept in the general fund for administrative costs.
1.9(b) In addition to the amounts in paragraph (a), $2,432,000 for each general election is
1.10appropriated from the general fund for transfer to the general account of the state elections
1.11campaign account."
1.12Page 136, after line 22, insert:

1.13    "Sec. 45. CAMPAIGN FINANCE; PROGRAM SUSPENSIONS.
1.14    Subdivision 1. Public subsidy program. Notwithstanding the provisions of Minnesota
1.15Statutes, section 10A. 31, subdivisions 1 and 3, or any other law to the contrary, for tax year
1.162025 to tax year 2028, the amount an individual may designate each year for payment from
1.17the general fund to the state elections campaign account is $0. For those tax years, the
1.18commissioner of revenue must not provide a space on forms for individuals to designate
1.19amounts to be paid into the state elections campaign account.
1.20    Subd. 2. Political contribution refund. Notwithstanding the provisions of Minnesota
1.21Statutes, section 290.06, subdivision 23, or any other law to the contrary, the political
1.22contribution refund does not apply to contributions made after June 30, 2025 and before
1.23July 1, 2029. "
