1.2Page 29, after line 19, insert:

1.3    "Sec. 19. Minnesota Statutes 2024, section 122A.06, subdivision 6, is amended to read:
1.4    Subd. 6. Shortage area. "Shortage area" means:
1.5(1) licensure fields and economic development regions reported by the Professional
1.6Educator Licensing and Standards Board as experiencing a teacher shortage including the
1.7number of assignments a school district is unable to fill with a licensed teacher by November
1.81 of every even-numbered year; and
1.9(2) economic development regions where the aggregate percentage of Indigenous teachers
1.10and teachers of color in the region is lower than the aggregate percentage of kindergarten
1.11through grade 12 Indigenous students and students of color in that region. Only individuals
1.12who close the gap between these percentages qualify as filling a shortage by this definition.
1.13EFFECTIVE DATE.This section is effective July 1, 2025."

1.15    "Sec. 21. Minnesota Statutes 2024, section 122A.091, subdivision 5, is amended to read:
1.16    Subd. 5. Supply and demand report. The Professional Educator Licensing and Standards
1.17Board must submit a report to the education committees of the legislature by November 1,
1.182025, and November 1 of each even-numbered year thereafter, on the supply and demand
1.19of teachers. The report must be made available on the board's website. The report must
1.20include data regarding:
1.21(1) retirement patterns;
1.22(2) teacher licensure;
1.23(3) teacher diversity, including whether the state's teacher workforce reflects the diversity
1.24of the state's student population;
1.25(4) the teacher shortage, and the substitute teacher shortage, including patterns and
1.26shortages in licensure field areas and the economic development regions of the state;
1.27(5) survey data from school districts and teacher preparation programs; and
1.28(6) whether districts are making progress in hiring teachers and substitute teachers in
1.29the areas of shortage, including the number of teachers hired in the preceding two years,
1.30the number of teachers hired holding a license at each tier level, the number of assignments
2.1the school district was unable to fill with a licensed teacher, and permissions for license
2.2fields without a board-approved preparation program by economic development regions.
2.3EFFECTIVE DATE.This section is effective July 1, 2025."

2.5    "Sec. 32. TEACHER SUPPLY AND DEMAND REPORT.
2.6(a) The Professional Educator Licensing and Standards Board must include in the report
2.7required under Minnesota Statutes, section 122A.091, subdivision 5, by February 1, 2026,
2.8the number of teacher openings, by school district, for teachers with licenses in the following
2.9fields:
2.10(1) English as a second language;
2.11(2) early childhood;
2.12(3) special education;
2.13(4) career and technical education;
2.14(5) science, technology, engineering, arts, and math; and
2.15(6) world languages.
2.16(b) For each field listed in paragraph (a), the report must also include the number of
2.17teachers hired, by school district, at each license tier level, and the number of teacher
2.18assignments the school district was unable to fill with a licensed teacher.
2.19EFFECTIVE DATE.This section is effective the day following final enactment."
