1.3 "Sec. 73.
DIRECTION TO THE COMMISSIONER OF HUMAN SERVICES;
1.4UNREDACTED INITIAL OPTUM REPORTS.
1.5(a) For the purposes of this section, "initial Optum reports" means the reports produced
1.6by Optum, Inc., under contract with the Department of Human Services and announced
in
1.7the news release from the department on February 6, 2026.
1.8(b) Notwithstanding any law to the contrary, upon a joint request by both the chairs
and
1.9ranking minority members of a legislative committee with jurisdiction over human services
1.10policy and finance, the commissioner of human services must immediately release the
initial
1.11Optum reports to the members of that legislative committee in the reports' entirety
without
1.12redactions or edits, except for redactions requested by Optum to protect proprietary
1.13information. Legislators or legislative staff who receive initial Optum reports under
this
1.14section must not disseminate or publicize any not public data, as defined in Minnesota
1.15Statutes, section 13.02, subdivision 8a, that the reports contain.
1.16EFFECTIVE DATE.This section is effective 14 days following final enactment."
