1.3"WHEREAS, in fiscal year 2023, United States Customs and Border Protection reported
1.4more than 3.2 million migrant encounters nationwide, of which over 2.4 million were
1.5recorded at the southern border; and
1.6WHEREAS, the total number of apprehensions in fiscal year 2023 was almost equal to
1.7the number of births registered in the United States in 2022, at over 3.6 million;
and
1.8WHEREAS, by July 2023, United States Customs and Border Protection reported that
1.9it experienced more than seven million encounters with migrants crossing the border
since
1.10President Biden took office, the approximate population of Massachusetts, the 16th
most
1.11populous state; and
1.12WHEREAS, the Executive Branch of the United States has a constitutional duty to
1.13enforce federal laws protecting the states, including the immigration laws that are
currently
1.14in place; and
1.15WHEREAS, illegal immigration affects all Americans, including the people of the State
1.16of Minnesota; and
1.17WHEREAS, lax illegal immigration policies, such as open borders and catch-and-release,
1.18do not deter the flow of illegal immigration and endanger the public interest; and
1.19WHEREAS, past presidential administrations, including the Biden administration,
1.20embraced open borders and other immigration policies detrimental to public safety;
and
1.21NOW, THEREFORE,
1.22BE IT RESOLVED by the Senate of the State of Minnesota that it condemns immigration
1.23policies, such as open borders, that exacerbate illegal immigration into the United
States
1.24and undermine public safety."
