1.1Senator Pratt moved to amend H.F. No. 5242, as amended pursuant to Rule 45,
1.2adopted by the Senate May 3, 2024, as follows:
1.3(The text of the amended House File is identical to S.F. No. 5284.)
1.4Page 142, after line 26, insert:

1.5    "Sec. 149. REPORT; MINNESOTA STATE FAIR TRANSPORTATION
1.6PLANNING; METROPOLITAN COUNCIL.
1.7(a) By August 1, 2024, the Metropolitan Council must develop a Minnesota State Fair
1.8transportation service plan for implementation at the 2024 Minnesota State Fair and submit
1.9a report on the plan to the chairs and ranking minority members of the legislative committees
1.10with jurisdiction over transportation policy and finance.
1.11(b) At a minimum, the council's service plan must:
1.12(1) include enhancements to transit, bus, and Metro Transit-operated park-and-ride
1.13services to and from the State Fairgrounds for the 2024 State Fair, including a comparison
1.14of those enhancements to the prior four years;
1.15(2) include a proposal to integrate alternative transportation modes such as biking and
1.16walking in the development of enhanced bus and Metro Transit-operated park-and-ride
1.17services, including but not limited to pedestrian safety enhancements at facilities offering
1.18transportation to and from the State Fair and providing secure bicycle storage at park-and-ride
1.19locations;
1.20(3) identify and evaluate future transportation solutions offered by the council during
1.21the State Fair to address emerging challenges presented by the State Fair's attendance
1.22numbers, including expanded park-and-ride locations and increased frequency of service
1.23at existing Metro Transit-operated park-and-ride locations, expanded express bus offerings,
1.24coordination with regional service providers to provide transportation to and from the State
1.25Fair, and any other recommendations recommended by the council;
1.26(4) detail a coordination strategy with the State Fair staff regarding the existing
1.27transportation planning process;
1.28(5) identify the council's strategy for coordinating with relevant city and county
1.29governments, including in the area of the Minnesota State Fairgrounds, to identify and
1.30address any issues with enhanced transit, bus, and Metro Transit-operated park-and-ride
1.31services for the 2024 State Fair;
2.1(6) detail the council's strategy for ensuring the availability of all other regular transit
2.2and bus services in the metropolitan area during the State Fair; and
2.3(7) evaluate whether the net expected cost of the service provided by a replacement
2.4service provider for State Fair transportation meets the total expected fare revenue for the
2.5service.
2.6(c) A replacement service provider under Minnesota Statutes, section 473.388, must
2.7cooperate with the Metropolitan Council and provide information requested in a timely
2.8fashion to implement and conduct the study.
2.9EFFECTIVE DATE.This section is effective the day following final enactment."
