1.1Senator Lucero moved to amend H.F. No. 4772, as amended pursuant to Rule 45,
1.2adopted by the Senate April 11, 2024, as follows:
1.3(The text of the amended House File is identical to S.F. No. 4729.)
1.4Page 33, after line 10, insert:

1.5    "Sec. 36. Minnesota Statutes 2023 Supplement, section 204C.10, is amended to read:
1.6204C.10 POLLING PLACE ROSTER; VOTER SIGNATURE CERTIFICATE;
1.7VOTER RECEIPT.
1.8(a) An individual seeking to vote shall sign a polling place roster or voter signature
1.9certificate which states that the individual:
1.10(1) is at least 18 years old;
1.11(2) is a citizen of the United States;
1.12(3) has maintained residence in Minnesota for 20 days immediately preceding the election;
1.13(4) maintains residence at the address shown;
1.14(5) is not under a guardianship in which the court order revokes the individual's right to
1.15vote;
1.16(6) has not been found by a court of law to be legally incompetent to vote;
1.17(7) has the right to vote because, if the individual was convicted of a felony, the individual
1.18is not currently incarcerated for that conviction;
1.19(8) is registered; and
1.20(9) has not already voted in the election.
1.21The roster must also state: "I understand that deliberately providing false information
1.22is a felony punishable by not more than five years imprisonment and a fine of not more than
1.23$10,000, or both."
1.24(b) At the presidential nomination primary, the polling place roster must also state: "I
1.25am in general agreement with the principles of the party for whose candidate I intend to
1.26vote." This statement must appear separately from the statements required in paragraph (a).
1.27The felony penalty provided for in paragraph (a) does not apply to this paragraph.
1.28(c) A judge may, before the applicant signs the roster or voter signature certificate,
1.29confirm the applicant's name, address, and date of birth.
2.1(d) Before the applicant signs the roster or the voter signature certificate, the judge must
2.2ask the voter if the voter is a citizen of the United States. If the voter answers affirmatively
2.3that the voter is a citizen, the voter may sign the roster or certificate. If the voter provides
2.4any answer other than an affirmative answer, the voter must not be allowed to sign the roster
2.5or the certificate and must not be allowed to vote. The voter's status must be challenged on
2.6the polling place roster on the basis of citizenship.
2.7(e) After the applicant signs the roster or voter signature certificate, the judge shall give
2.8the applicant a voter's receipt. The voter shall deliver the voter's receipt to the judge in
2.9charge of ballots as proof of the voter's right to vote, and thereupon the judge shall hand to
2.10the voter the ballot. The voters' receipts must be maintained during the time for notice of
2.11filing an election contest.
2.12(e) (f) Whenever a challenged status appears on the polling place roster, an election
2.13judge must ensure that the challenge is concealed or hidden from the view of any voter other
2.14than the voter whose status is challenged."
2.15Renumber the sections in sequence and correct the internal references
2.16Amend the title accordingly
