(b) If any applicant that meets the minimum qualifications in subdivision 3 is a city

1.5county seeking to establish, own, or operate a municipal cannabis store authorized
under
1.6section 342.32, subdivision 5, the office must issue a license to that applicant.
1.7Notwithstanding paragraph (g), a license issued to a city or county must not be counted
1.8against the maximum number of licenses made available in an application period."
