1.3Page 40, after line 19, insert:

1.4    "Sec. 49. Minnesota Statutes 2023 Supplement, section 342.03, subdivision 1, is amended
1.5to read:
1.6    Subdivision 1. Membership. The Cannabis Advisory Council is created consisting of
1.7the following members:
1.8(1) the director of the Office of Cannabis Management or a designee;
1.9(2) the commissioner of employment and economic development or a designee;
1.10(3) the commissioner of revenue or a designee;
1.11(4) the commissioner of health or a designee;
1.12(5) the commissioner of human services or a designee;
1.13(6) the commissioner of public safety or a designee;
1.14(7) the commissioner of human rights or a designee;
1.15(8) the commissioner of labor or a designee;
1.16(9) the commissioner of agriculture or a designee;
1.17(10) the commissioner of the Pollution Control Agency or a designee;
1.18(11) the superintendent of the Bureau of Criminal Apprehension or a designee;
1.19(12) the colonel of the State Patrol or a designee;
1.20(13) the director of the Office of Traffic Safety in the Department of Public Safety or a
1.21designee;
1.22(14) a representative from the League of Minnesota Cities appointed by the league;
1.23(15) a representative from the Association of Minnesota Counties appointed by the
1.24association;
1.25(16) an expert in minority business development appointed by the governor;
1.26(17) an expert in economic development strategies for under-resourced communities
1.27appointed by the governor;
1.28(18) an expert in farming or representing the interests of farmers appointed by the
1.29governor;
2.1(19) an expert representing the interests of cannabis workers appointed by the governor;
2.2(20) an expert representing the interests of employers appointed by the governor;
2.3(21) an expert in municipal law enforcement with advanced training in impairment
2.4detection and evaluation appointed by the governor;
2.5(22) an expert in social welfare or social justice appointed by the governor;
2.6(23) an expert in criminal justice reform to mitigate the disproportionate impact of drug
2.7prosecutions on communities of color appointed by the governor;
2.8(24) an expert in prevention, treatment, and recovery related to substance use disorders
2.9appointed by the governor;
2.10(25) an expert in minority business ownership appointed by the governor;
2.11(26) an expert in women-owned businesses appointed by the governor;
2.12(27) an expert in cannabis retailing appointed by the governor;
2.13(28) an expert in cannabis product manufacturing appointed by the governor;
2.14(29) an expert in laboratory sciences and toxicology appointed by the governor;
2.15(30) an expert in providing legal services to cannabis businesses appointed by the
2.16governor;
2.17(31) an expert in cannabis cultivation appointed by the governor;
2.18(32) an expert in pediatric medicine appointed by the governor;
2.19(33) an expert in adult medicine appointed by the governor;
2.20(34) three patient advocates, one who is a patient enrolled in the medical cannabis
2.21program; one who is a parent or caregiver of a patient in the medical cannabis program;
2.22and one patient with experience in the mental health system or substance use disorder
2.23treatment system appointed by the governor;
2.24(35) two licensed mental health professionals appointed by the governor;
2.25(36) a veteran appointed by the governor;
2.26(37) one member of each of the following federally recognized Tribes, designated by
2.27the elected Tribal president or chairperson of the governing bodies of:
2.28(i) the Fond du Lac Band;
2.29(ii) the Grand Portage Band;
3.1(iii) the Mille Lacs Band;
3.2(iv) the White Earth Band;
3.3(v) the Bois Forte Band;
3.4(vi) the Leech Lake Band;
3.5(vii) the Red Lake Nation;
3.6(viii) the Upper Sioux Community;
3.7(ix) the Lower Sioux Indian Community;
3.8(x) the Shakopee Mdewakanton Sioux Community; and
3.9(xi) the Prairie Island Indian Community; and
3.10(38) a representative from the Local Public Health Association of Minnesota appointed
3.11by the association.; and
3.12(39) one youth from a rural area and one youth from a metro area, who are both appointed
3.13by the governor. The youths must have been disproportionately affected by cannabis or has
3.14an immediate family member who was negatively affected by cannabis use. The youths
3.15must be between the ages of 18 and 24 years old."
3.16Renumber the sections in sequence and correct the internal references
3.17Amend the title accordingly
