1.7 Subd. 20a. J-turn. "J-turn" means an intersection design that modifies the direct left-turn
1.8and through movements from cross-street approaches where minor road traffic makes
a
1.9right turn followed by a U-turn at a designated location, either signalized or unsignalized,
1.10to continue in the desired direction."

1.12 "Sec. 14. Minnesota Statutes 2024, section 161.163, subdivision 1, is amended to read:

Projects requiring review. Sections
161.162 to
161.167 apply only to

construct or install a J-turn, increase or reduce highway traffic
1.15capacity, or require acquisition of permanent rights-of-way.
1.16 Sec. 15. Minnesota Statutes 2024, section 161.163, subdivision 2, is amended to read:

Traffic safety measures. Nothing contained in sections
161.162 to
161.167
1.18limits the power of the commissioner to regulate traffic or install traffic-control
devices or
1.19other safety measures on trunk highways located within municipalities regardless of
their
1.20impact on access or traffic capacity or on the need for additional right-of-way.
For purposes
1.21of this section, J-turns are not safety measures."
1.22Renumber the sections in sequence and correct the internal references
