1.4Page 130, after line 15, insert:
1.5 "Sec. 95.
TRAFFIC SAFETY CAMPAIGN MESSAGES.
1.6(a) For purposes of this section, the following terms have the meanings given:
1.7(1) "changeable message sign" means a traffic control device that is capable of displaying
1.8one or more alternative messages on or alongside a roadway;
1.9(2) "commissioner" means the commissioner of transportation; and
1.10(3) "traffic safety campaign message" or "traffic safety campaign language" means
the
1.11display of a message or alert on a changeable message sign to provide road users information
1.12about traffic operation, regulations, warnings, guidance, or communications about
a currently
1.13present and known threat or danger to public safety or the motoring public.
1.14(b) Notwithstanding the requirements of the Minnesota Manual on Uniform Traffic
1.15Control Devices established by the commissioner of transportation under Minnesota
Statutes,
1.16section 169.06, subdivision 2, by July 1, 2025, the commissioner must incorporate
and
1.17implement the standards and guidance of section 2L.07 of the Manual on Uniform Traffic
1.18Control Devices for Streets and Highways, 11th Edition, as incorporated by the United
1.19States Department of Transportation, pertaining to traffic safety campaign messages
on
1.20changeable message signs.
1.21(c) Traffic safety campaign language on a changeable message sign must only:
1.22(1) provide relevant information to road users and minimize confusion and visual and
1.23cognitive distraction; and
1.24(2) convey a clear and simple message without witticisms, colloquialisms, neologisms,
1.25portmanteaus, hashtags, electronic or Internet shorthand or slang, popular culture
references
1.26that target or are comprehended by a limited segment of the driving population, or
any other
1.27message relying on hidden meanings, targeted cultural knowledge, or unconventional
syntax
1.28to understand the message.
1.29(d) Where practicable, the commissioner must ensure that a traffic safety campaign
1.30message displayed on a changeable message board is part of a broader traffic safety
effort
1.31that uses other media forms as its primary means of outreach. The commissioner is
prohibited
1.32from soliciting public suggestions for the content of changeable message boards.
2.1(e) Paragraph (b) expires upon adoption of relevant revisions to the Minnesota Manual
2.2on Uniform Traffic Control Devices that pertain to traffic safety campaign messages
on
2.3changeable message signs. The commissioner must notify the revisor of statutes, whether
2.4electronically or in writing, of the expiration.
2.5EFFECTIVE DATE.This section is effective the day following final enactment."
