1.5 "Sec. 10. Minnesota Statutes 2024, section 299A.296, is amended by adding a subdivision
1.6to read:
1.7 Subd. 3. Duties of agency and grant recipients; report required. (a) The commissioner
1.8of public safety shall collect and document, at a minimum, the following information
about
1.9grants under this section:
1.10(1) a summary of the purpose of the grant;
1.11(2) the amount of the grant awarded to the grantee;
1.12(3) the amount of previous grants issued by the commissioner to the grantee;
1.13(4) the amount of other state and federal grants awarded to the grantee in the most
recent
1.14fiscal year; and
1.15(5) the number of Minnesotans served by the organization.
1.16(b) As a condition of receiving a grant from the Department of Public Safety, a grantee
1.17must agree to provide the commissioner any information necessary to complete the report
1.18required by this subdivision.
1.19(c) If a grantee uses grant money to provide services to persons who reside outside
of
1.20Minnesota, the grantee must list for the commissioner the states where non-Minnesotan
1.21participants reside and provide an explanation of why grant money was used to provide
1.22services to non-Minnesota residents.
1.23(d) The commissioner is not required to report under paragraph (e) information described
1.24in paragraph (a), clause (5), for a grantee that does not offer programming that requires
1.25completion or that cannot be measured by objective standards.
1.26(e) Beginning January 15, 2026, the commissioner shall submit a report containing
the
1.27information provided by grant recipients as required under this subdivision to the
chairs
1.28and ranking minority members of the legislative committees with jurisdiction over
public
1.29safety policy and funding. The report must also include an analysis of the grant recipients'
1.30success in meeting the purpose and any goals or measurable outcomes specified for
the
1.31grant. An updated version of this report must be submitted on January 15 of each succeeding
2.1year until January 15 in the year following the date when all of the grant funds have
been
2.2spent."
2.3Renumber the sections in sequence and correct the internal references
2.4Amend the title accordingly
