1.1Senator Duckworth moved to amend H.F. No. 2431, as amended pursuant to Rule 45,
1.2adopted by the Senate April 30, 2025, as follows (...):

1.4Page 12, after line 16, insert:
1.5"(a) $49,000,000 in fiscal year 2026 and
1.6$49,000,000 in fiscal year 2027 are for student
1.7tuition relief. The Board of Trustees may not
1.8set the tuition rates in any undergraduate
1.9degree-granting program for the 2025-2026
1.10and 2026-2027 academic years at a rate greater
1.11than the 2024-2025 academic year rates.
1.12Student tuition relief may not be offset by
1.13increases in mandatory fees, charges, or other
1.14assessments to students. Colleges and
1.15universities are permitted to increase
1.16differential tuition charges in fiscal years 2026
1.17and 2027 where costs for course or program
1.18delivery have increased due to extraordinary
1.19circumstances beyond the control of the
1.20college or university. Rates and rationale must
1.21be approved by the Board of Trustees. This is
1.22a onetime appropriation."
