1.1A Senate resolution 1.2relating to rules; applying certain provisions of permanent rule 7 to unofficial 1.3engrossments of House files; prohibiting certain persons from sitting at the committee 1.4table; providing for debate on conference committee reports; amending permanent 1.5rules 7, 12, and 36. 1.6BE IT RESOLVED by the Senate of the State of Minnesota: 1.7Permanent Rule 7 is amended to read: 1.87.BUDGET TARGETS 1.97.1The Committees on Taxes and on Finance must hold hearings as necessary to determine 1.10state revenues and appropriations for the fiscal biennium. 1.117.2At least 15 days before the deadline for divisions of the Committee on Finance to act 1.12favorably on omnibus appropriations bills, targets for the general fund budget must be publicly 1.13announced. 1.14 7.3The omnibus tax and appropriation bills are: 1.15    (1) the omnibus tax bill; 1.16    (2) the E-12 education appropriations bill; 1.17    (3) the higher education appropriations bill; 1.18    (4) the health and human services appropriations bill; 1.19(5) the environment, energy, and natural resources appropriations bill; 1.20(6) the agriculture and veterans appropriations bill; 1.21    (7) the economic development and housing appropriations bill; 2.1(8) the public safety appropriations bill; 2.2    (9) the judiciary appropriations bill; 2.3(10) the state government appropriations bill; 2.4    (11) the transportation appropriations bill; and 2.5    (12) the omnibus capital investment bill. 2.6     An omnibus appropriation or tax bill may not be divided. 2.77.4An amendment to an omnibus appropriation or tax bill that is a Senate file or an 2.8unofficial engrossment of a House file is out of order if it will increase net appropriations from 2.9a fund for a fiscal biennium, compared to the bill as it was reported to the floor of the Senate, 2.10without a corresponding increase in net revenue. 2.117.5An amendment to an omnibus appropriation or tax bill that is a Senate file or an 2.12unofficial engrossment of a House file is out of order if it will reduce net revenue to a fund for a 2.13fiscal biennium, compared to the bill as it was reported to the floor of the Senate, without a 2.14corresponding reduction in net appropriations. 2.157.6An amendment to an omnibus appropriation or tax bill that is a Senate file or an 2.16unofficial engrossment of a House file is out of order if it will change appropriations, transfers, 2.17or revenues to an agency that was not in the bill as it was reported to the floor of the Senate, or 2.18will create or increase the amount of a tax expenditure by reducing appropriations, transfers, or 2.19revenues to an agency that was not in the bill as it was reported to the floor of the Senate. 2.20Permanent Rule 12 is amended by adding a rule to read: 2.2112.12No Senate committee, division, or subcommittee shall permit any appointed officer 2.22or employee of the executive branch, registered lobbyist, or lobbyist principal to be seated at 2.23the committee table with members of the Senate during an official meeting of a committee of 2.24the Senate. 2.25Permanent Rule 23.4 is amended to read: 2.2623.4Three members A member may request a roll call vote. The vote must be recorded in 2.27the Journal along with the amendment. 2.28Permanent Rule 36 is amended by adding a rule to read: 2.2936.11Debate on the report of a conference committee is in order at any time after the 2.30report has been made available electronically or printed and placed on the desk of each member, 2.31or at an earlier time agreed to by a majority of the whole Senate.
