	About the Debate:
	For several weeks the committee has considered proposals to protect the public from sex offenders and to deter the manufacturing of methamphetamines. An all-encompassing bill incorporating many of the ideas presented earlier in the session is before the committee. SF 1863 is the Omnibus Criminal Justice Policy Bill.
