| The Senate adopted conference committee reports including: HF3270 - Supplemental Budget Balancing Bill and HF2498 - Formerly Omnibus Tax bill for 2001 (Contains tax provisions from Phase 2 budget bill) Note: The Senate recessed and reconvened twice on 5-15-02. The sessions are edited together in one video stream. HF3270 (Supplemental Budget Balancing bill) balances the state's $439 million projected budget deficit for 2002-2003. Highlights include: No tax increases - schools will be able to levy to offset delayed state payments; Allows $1.1 billion in tobacco endowments to be used as a "cash flow" account (to be replenished); Saves $474.4 million in accounting shifts by delaying 17 percent of state aid to schools and counties into 2004-2005; Raises $25.5 million by accelerated sales tax: retailers must continue to pay 75 percent of estimated June 2003 receipts by the end of the month instead of 62 percent; and includes new spending of $65.5 million for schools, debt service, security and governor's residence. Third Reading. Final Passage as amended by the Conference Committee Roll Call - 59-5 Messages from the House HF3163 (Betzold) Revisors Bill-Motion to adopt report of the Conference Committee-adopted. Third Reading. Final Passage as amended by the Conference Committee Roll Call - 57-0 Reports of Committees HF3073 Omnibus Gambling Bill. Reports back with the recommendation that the bill be amended and when so amended that the bill do pass. Moe, R.D. from the Committee on Rules and Administration to which was referred; Moe, R.D. urgency be declared Article 4 section 19, HF3073 - rules be suspended and be given it's third reading and placed on it's final passage HF3073 (Vickerman) Omnibus Gambling Bill.
