About the Debate:
The Senate took up HF 3270 - budget reconciliation bill (phase two budget balancing bill) on General Orders. On a vote of 38-28, the Senate gave preliminary approval to HF 3270. The bill eliminates the remaining projected budget deficit for 02-03 and reduces part of the projected deficit for 04-05.

Highlights of the bill include:
Increases the cigarette tax by 30 cents a pack on May 1, 2002 and another 30 cents on January 1, 2003; restores $556 million to the budget reserve; funds a 1.5 percent inflationary increase to K-12 education; restores $12.7 million to higher education; extends unemployment benefits for laid off workers in the airline industry, Farmland Foods, Fingerhut and Potlatch; and cancels tax reciprocy with Wisconsin.

On a 34-33 vote, an amendment that requires a 24 hour waiting period for an abortion was not taken up on the Floor.

HF 3270 State treasurers office created, July revenue forecast required, governor's cabinet provided, constitutional officer salary provisions modified, appropriations reduced, and consulting moratorium and hiring freeze provisions modified.
