| The Senate passed several items on Special Orders including: SF 2812 - Transportation Funding Bill; SF 3246 - Telephone solicitation calls regulation - creating a "do not call" list for phone solicitors; SF 2683 - Anti-Terrorism Initiative; and HF 2882 - electric personal assistive mobility devices (Segway scooters) operation regulation. The Transportation bill funds $5 billion dollars on transportation over 10 years. The bill passed on a 39-26 vote. Highlights of the plan included: a 6 cents per gallon gas tax increase starting June 1; a Nov. 5 referendum in the 11 county metro area on whether to increase the sales tax by .5 percent for 10 years (to fund metro highway and transit projects); the state would sell $100 million in trunk highway bonds each year for 10 years, and creating a multi-modale transporation fund. License tab fees were not increased. The Anti-Terrorism bill passed on a vote of 66-0. Highlights of the anti-terrorism proposal included: a 25 cents increase to telephone surcharges (currently the charge is 27 cents) for statewide emergency communications; use of $4 million in unspecified general fund money for equipment and training for local emergency responders and for restored statewide hazardous materials teams; and expansion of a new high-tech emergency radio system from the Twin Cities to 15 southeastern and central counties. The bill also allows the state to issue patriotic themed license plates for a $50 charge to be used towards anti-terrorism and creates a felony penalty for a person who places a bomb near a building, vehicle or utility line.
