| The Committee passes SF 2683: Homeland Security/Anti-Terrorism Bill. SF 2683 establishes emergency preparedness training grants and emergency preparedness equipment grants under the Commissioner of Public Safety to partially reimburse local units of government for emergency response training and equipment. General fund appropriations will be made to the Commissioner of Public Safety and Commissioner of Administration for communication and response purposes. The bill also addresses the open meeting law, Minnesota identification cards, Minnesota driver's licenses, the heinous crime statute, the definition of murder, the trespass law, the definition of terroristic threats, and penalties for various terroristic activities. SF 2683 was discussed at length. It passed and was referred to the Telecommunications, Energy and Utilities Committee. |
