| A bill that imposes a
felony for certain egregious and intentional acts of violence against a pet or
companion animal was debated. Currently, these cases can only be prosecuted as a
misdemeanor. The proposal creates a graduated list of penalties with a
maximum of two years in prison and a $5,000 fine. In addition, the bill
allows the courts to require psychological and behavioral counseling for
perpetrators. Senator Don Betzold, DFL Fridley, sponsored Senate File 0197.
