| The Senate passes a Racial Profiling bill (SF 386) and considers bills on
the Special Orders Calendar. The Racial Profiling bill appropriates $5
million for video cameras to be placed in squad cars in exchange for police
officers agreeing to collect data on traffic stops for two years. The data
collected will include: time, date and place; driver's age, gender and race;
alleged violation and its disposition; whether and why search was
conducted and its results; and the officer's perception of the driver's race
before the stop. The bill requires officers to give motorists an information
card with a toll-free telephone number for complaints with the Attorney
General's Office. It also creates an Advisory Committee made up of six
minority representatives and five representatives from law enforcement and
increases the surcharge on traffic and criminal convictions to cover the
costs of the video cameras, data collection and officer training.
Senator Jane Ranum, DFL Minneapolis, authored Senate File 386. The bill passed on a 46-18 vote.
