The Senate passes another Health, Human Services and Corrections funding bill (same as SF 2361 except without the abortion-related provision) and defeats a measure that would make permits to carry handguns available to more Minnesotans.

An amendment was offered by Sen Michelle Fischbach, R-Paynesville, to the newly passed Health and Human Service funding bill that would require a 24 hour waiting period and that certain information be provided to a woman seeking an abortion. It failed on a 33-33 vote. The bill passed 35 to 30.

The original Health and Human Service funding bill passed by the Senate included the abortion provision and was vetoed by the Governor.

Senator Pat Pariseau, R-Farmington, offered an amendment to SF 1481, (Lessard) a shooting sports program bill. The amendment would make permits to carry handguns available to more Minnesotans for self defense. An amendment was offered by Senator Steve Murphy, DFL-Red Wing, to the Pariseau amendment that would require more training for permit applicants, raise the minimum age from 18 to 21, call for statewide data collection on the permit process, and retain police chiefs' and sheriffs' discretion over permit issuance. The Murphy amendment passed 34-32.

The Pariseau amendment was withdrawn and the bill was laid on the table. Note: Two hours into the session, the Senate recessed due to a power outage.
